A Linked System Approach to Early Childhood

ABSTRACT:
This paper describes an approach to determining eligibility for Individuals with Disabilities Education Improvement Act of 2004 (P.L. 108-446) services. First, a description of the problem with determining eligibility using traditional approaches is presented. Second, an alternative approach using Curriculum-Based Assessment (CBA) that fits into a contextual framework called a linked system is defined. Third, an approach for how using a CBA for eligibility determination fits in a linked system is offered.
