In this speech delivered at the Boston College Law School on January 21, 2004, John C. Bogle, founder and former chairman of the Vanguard Group, questions whether the current method of compensating fund managers is contrary to the intent of the Investment Company Act of 1940. He proposes that such compensation might be better regulated under traditional fiduciary standards, as was done when the mutual funds industry started in 1924.
